A firm protested the Defense Logistics Agency's (DLA) rejection of its bid for surgical knife blades, contending that DLA improperly determined that it was ineligible for award, since it had been proposed for debarment prior to and at bid opening. GAO held that DLA properly rejected the protester's bid, since regulations precluded its discretion to make award to a firm that was ineligible, suspended or debarred at bid opening. Accordingly, the protest was denied.
