A firm protested the Defense Industrial Supply Center's (DISC) modification of a solicitation for padlock sets, contending that its deletion of a picking and bypassing requirement would result in a product that would not meet its minimum needs. GAO held that DISC reasonably concluded that the restrictive specification overstated its needs. Accordingly, the protest was denied.
