A firm protested the Army's rejection of its bid for steam generators as nonresponsible, contending that the Army violated its procedural due process rights and procurement regulations regarding contractor debarment. GAO held that the: (1) protester was not entitled to procedural due process in connection with the nonresponsibility determination, or any rights under procurement regulations dealing with debarment, since the Army's actions did not deprive the protester of other contracts; and (2) Army reasonably based its nonresponsibility determination on a criminal investigation report concerning the contractor's performance under a recent government contract. Accordingly, the protest was denied.
