[Protest of Air Force Contract Award for Runway Repair Services]
B-233925.2: Jul 12, 1989
- Full Report:
A firm protested an Air Force contract award for runway repair, contending that the Air Force: (1) improperly evaluated bids; (2) failed to conduct meaningful discussions; and (3) improperly awarded the contract to a higher bidder. The protester also claimed reimbursement for its bid and protest preparation costs. GAO held that the: (1) Air Force reasonably selected the awardee's higher-priced, technically superior bid, since the protester failed to comply with the Air Force's unequivocal solicitation requirements and subsequent discussions advising it to indicate its relevant company experience; and (2) protester was not entitled to reimbursement for its bid and protest preparation costs. Accordingly, the protest was denied.
