A firm protested the Office of Personnel Management's (OPM) rejection of its proposal for consulting and training services as technically unacceptable, contending that the: (1) evaluation criteria were deficient; and (2) OPM evaluation panel lacked sufficient knowledge to properly evaluate its proposal. GAO held that the: (1) protester untimely filed after bid opening its protest against alleged solicitation improprieties; and (2) OPM properly determined that the protester's proposal was not in the competitive range, was deficient, and would require major revisions. Accordingly, the protest was denied.
