A firm requested reconsideration of the dismissal of its protest under a Navy procurement for natural gas. GAO had held that the protest was academic, since the Navy awarded a contract to the protester. In its request for reconsideration, the protester contended that the Navy awarded it a contract to avoid the protest issues, which concerned the type of set-aside the Navy issued. GAO held that the issue did not warrant consideration on the merits. Accordingly, the dismissal was affirmed.
