A firm protested the Department of Defense Dependents' Schools' (DODDS) source selection for basal reading materials, contending that DODDS improperly evaluated promotional materials that the awardee submitted after bid opening. GAO held that: (1) since the awardee did not have a competitive advantage as a result of the submission, the evaluation was proper; (2) although DODDS orally instructed bidders to focus on program content for evaluation purposes, it did not prohibit the submission of supplementary material for review; and (3) the awardee's proposal was technically equal to the protester's and less costly. Accordingly, the protest was denied.
