The Navy requested a decision regarding whether it should permanently transfer an employee on a long-term temporary duty assignment rather than extending the assignment. GAO held that the Navy could extend the assignment, since the: (1) employee's expertise made his presence at a contractor site necessary; (2) contract was of a fixed duration; and (3) Navy reasonably determined that extending the temporary assignment was the least costly alternative. Accordingly, the Navy could extend the employee's temporary assignment.
