A former Department of Agriculture employee requested reconsideration of the denial of her claim for waiver of repayment of relocation expenses. GAO had held that the claimant was obligated to pay the expenses, since she failed to complete her service obligation after her transfer. In her request for reconsideration, the claimant contended that: (1) an agency determination regarding the nature of her separation was arbitrary and capricious; and (2) the agency agreed to a prorated payment and was now estopped from further collection of the debt. GAO held that: (1) the claimant's separation was due to her desire to live elsewhere and to take a job in the private sector; (2) the government was entitled to repayment of the debt; (3) the agency's determination was not arbitrary or capricious; and (4) there was no indication that the agency accepted her offer of a single, prorated payment in satisfaction of her indebtedness. Accordingly, the prior decision was sustained.
