A firm protested the General Services Administration's (GSA) rejection of its bid for custodial services, contending that GSA improperly determined that its bid was nonresponsive for failing to furnish a bid guarantee, since: (1) it telefaxed its bid guarantee; (2) the solicitation ambiguously stated that failure to furnish a guarantee could be cause for rejecting a bid; and (3) GSA improperly required a bid guarantee. GAO held that: (1) GSA properly rejected the bid, since it received the telefaxed guarantee and the original letter of credit after bid opening; and (2) the protester untimely filed after bid opening its protest regarding alleged solicitation improprieties. Accordingly, the protest was denied.
