A firm protested an Air Force contract award under a small-disadvantaged-business (SDB) set-aside for transient aircraft services, contending that the: (1) awardee was not eligible for SDB status; (2) awardee's proposed wage rates did not comply with applicable regulations; and (3) awardee proposed inappropriate job classifications. GAO held that: (1) it would not review the awardee's SDB status, since the Small Business Administration's status determination was final; (2) the awardee's allegedly inappropriate wage rates did not invalidate the award, since the awardee was responsible for performing the contract; and (3) the protester was not sufficiently interested to protest, since it was the third low bidder and would not be in line for award even if its protest were sustained. Accordingly, the protest was dismissed.
