A firm requested reconsideration of its dismissed protest against the Army's determination that it was not a responsible prospective contractor under a solicitation for collective protection equipment. GAO had held that the protester untimely filed the protest more than 10 working days after initial adverse action on its agency-level protest. In its request for reconsideration, the protester contended that its protest to GAO concerned the Army's failure to consider new information it submitted, after the initial agency-level protest, about its responsibility. GAO held that the protester had raised the allegedly new information in its prior agency-level protests. Accordingly, the dismissal was affirmed.
