A firm protested the Air Force's modification of a contract for an engineering information system, contending that the: (1) required work was beyond the contract's scope of work; and (2) contractor improperly awarded a subcontract without competition for a portion of the modification work. GAO held that: (1) the modification did not result in the procurement of services materially different from the services competed under the original contract; and (2) it would not review the subcontract award, since the award was not by or for the government. Accordingly, the protest was denied in part and dismissed in part.
