A firm protested an Air Force contract modification for software tools, contending that the Air Force should have conducted a new procurement, since the modifications were outside of the contract's scope of work. GAO held that the modifications were within the original statement of work, and the Air Force was not required to seek competition for the additional work. Accordingly, the protest was denied.
