A firm protested the Army's rejection of its bid for commissary stocking and custodial services as nonresponsive, contending that the Army should have waived its failure to acknowledge a solicitation amendment as a minor informality, since the amendment did not affect contract performance or price. GAO held that the: (1) Army properly rejected the protester's bid, since the amendment was material and imposed an additional obligation on the contractor; and (2) protester failed to show that its failure to receive the amendment resulted from the Army's deliberate exclusion of its bid from the competition or failure to furnish the amendment. Accordingly, the protest was denied.
