A firm protested any Army Corps of Engineers contract award for work at a landfill, contending that the: (1) Army should have rejected the awardee's bid as nonresponsive, since the name on its bid bond was not the same as on its bid; and (2) awardee's bid was defective because the person that signed the bid was not authorized to bid for the company. GAO held that the: (1) Army properly accepted the awardee's bid, since there was no discrepancy between the legal entity named on the bid and the bid bond; and (2) awardee was bound by the bid, since its vice president signed the bid. Accordingly, the protest was denied.
