A firm protested a Navy contract award for stores management system components, contending that the: (1) awardee failed to timely furnish it with the agreed-upon technical data package; and (2) Navy should have ensured that the awardee provided it the necessary materials. GAO held that: (1) it would not consider the protest, which was a private dispute; and (2) the protester untimely protested the Navy's failure to ensure that it received the system's data package. Accordingly, the protest was dismissed.
