A firm protested the Veterans Administration's (VA) denial of its preaward request to correct a bid error under a solicitation for construction, contending that it inadvertently omitted a subcontract price for certain services and related costs. GAO held that the protester provided clear and convincing evidence through its worksheets that it made a clerical error and that it intended to include the omitted prices. Accordingly, the protest was sustained, and GAO recommended that VA allow the protester to correct its bid price to include the omitted prices, and make award to the protester, if otherwise appropriate.
