A firm protested the Air Force's rejection of its bid for building renovation, contending that the Air Force improperly determined that its bid was nonresponsive. GAO held that the Air Force reasonably rejected the bid as nonresponsive, since the sureties' debarments raised reasonable concern about their responsibility. Accordingly, the protest was denied.
