The U.S. Customs Service requested a decision concerning its data transcribers' entitlement to overtime compensation under titles 5 or 19 of the United States Code. GAO held that data transcribers were entitled to overtime compensation only under title 5, since they provided support activities and not inspection services. Accordingly, Customs should pay overtime compensation to data transcribers at the rate specified under title 5.
