A firm protested an Air Force contract award for a weapons security and storage system, contending that the Air Force: (1) unreasonably evaluated proposals; (2) failed to reject the awardee's offer as unbalanced; (3) failed to conduct meaningful discussions or reopen discussions after it corrected its deficiencies; (4) did not justify its source selection at a higher cost; (5) improperly misstated its needs in the solicitation; and (6) improperly allowed political influence to bias the award. GAO held that the Air Force: (1) evaluated the proposals consistently with the evaluation criteria; (2) properly did not reject the awardee's bid, since it was consistent with the other offers and in line with the government's estimate; (3) did not abuse its discretion in not reopening negotiations, since the protester's best and final offers contained sufficient information to make a decision; (4) reasonably selected the awardee's technically superior, low-risk proposal, notwithstanding its higher price; (5) logically evaluated matters related to the solicitation criteria; and (6) did not allow the attempted political influence to prejudice the evaluation and award decisions. Accordingly, the protest was dismissed in part and denied in part.
