A firm protested the Air Force's rejection of its proposal and subsequent contract awards to other firms for advanced launch system design studies, contending that the Air Force improperly: (1) rejected its proposal under phase 1 of the required study; and (2) denied it an opportunity to compete under phase 2 of the same study. The protester also contended that GAO should consider its untimely protest, which raised a significant issue. GAO held that the protester untimely protested the Air Force's: (1) rejection of its proposal more than 14 months after it was aware of the basis for protest; and (2) failure to provide it an opportunity to compete under phase 2 of the required study. GAO also held that the protest issues were not of sufficient widespread importance or interest to the procurement community to warrant invoking an exception to the timeliness rules. Accordingly, the protest was dismissed.
