A firm protested an Air Force contract award for uninterruptable power systems, contending that the awardee's bid was nonresponsive, since it failed to: (1) include unit prices for batteries; (2) provide level pricing for batteries and other items; or (3) include transportation costs. GAO held that the protester was not prejudiced by the awardee's: (1) use of a separate matrix to price; (2) failure to offer level pricing; or (3) bid modification changing its transportation terms from origin to destination, since it did not change the transportation costs. Accordingly, the protest was denied.
