A firm protested a Defense Logistics Agency (DLA) contract award for filter elements, contending that DLA: (1) failed to enforce the solicitation's burst-strength requirement under a prior solicitation for similar equipment; and (2) should provide it first-article reports and filters from a previous contract so that it could determine previous compliance with the requirement. GAO held that: (1) the protester offered no evidence that DLA did not intend to enforce the requirement; and (2) whether DLA had previously enforced the requirement was a matter of contract administration. Accordingly, the protest was dismissed.
