A firm requested reconsideration of its denied protest against a Forest Service contract award for helicopter services. GAO had held that the awardee's bid was responsive, since it did not qualify or limit the awardee's obligation to supply a conforming product. In its request for reconsideration, the protester contended that GAO failed to consider that the Forest Service: (1) used unknown evaluation criteria; and (2) allowed the awardee to substitute a different model of helicopter than it originally offered. GAO held that: (1) the protester failed to show any error of fact or law in the original decision that would warrant reversal or modification; and (2) it would not review a protest against a contract modification, since that was a matter of contract administration. Accordingly, the request for reconsideration was denied.
