A firm protested an Army solicitation for petroleum pipeline sets, contending that the Army had no reasonable basis to procure the required products on a total-package basis. GAO held that the Army reasonably chose to procure on a total-package basis to ensure component compatability and minimize the technical, schedule, and cost risks. Accordingly, the protest was denied.
