A firm requested reconsideration of its protest against a Navy contract award. GAO had: (1) denied the protest in part because the Navy reasonably determined that the proposed awardee's personnel met the experience requirements; and (2) dismissed the protest in part because it concerned the Navy's affirmative determination of the proposed awardee's responsibility. In its request for reconsideration, the protester contended that: (1) GAO failed to address its request for a fact-finding conference; (2) personnel experience was a definitive responsibility criterion; and (3) GAO overstated the difference between the awardee's price and its price. GAO held that the protester failed to show that the original decision contained any errors of fact or law that would warrant reversal. Accordingly, the request for reconsideration was denied.
