A firm protested an Air Force solicitation for visual information support services, contending that: (1) a solicitation requirement regarding bid format and contents was unnecessary; (2) a solicitation requirement that the contract manager have 5 years of managerial experience discriminated against its manager; (3) the solicitation failed to address requirements for 1 of the 3 option years or to include estimated occurrences of two work priorities; and (4) the Air Force gave bidders insufficient time to prepare their bids. GAO held that the: (1) protester did not show that the requirements regarding format and the contract manager's experience were unreasonable; (2) Air Force addressed its yearly requirements in the solicitation and did not have any reliable work priority estimates; and (3) Air Force reasonably allowed more than 30 days for bid preparation. Accordingly, the protest was denied.
