A firm protested its bid's exclusion from the competitive range under a Navy solicitation for rubber coverings, contending that the Navy: (1) unreasonably rejected its bid, since it could have corrected its informational deficiencies; and (2) improperly applied evaluation criteria not specified in the solicitation. GAO held that the Navy: (1) reasonably rejected the protester's bid, since it contained significant deficiencies; and (2) did not prejudice the protester by applying the unspecified criteria. Accordingly, the protest was denied.
