A firm protested the Defense Logistics Agency's (DLA) failure to extend the due date for receipt of its certificate of competency (COC) application, contending that DLA acted unreasonably. GAO would not review an agency's discretionary refusal to extend a COC application deadline. Accordingly, the protest was dismissed.
