A firm protested Department of State purchase orders for word processing traning courses under small-purchase procedures, contending that: (1) State should have awarded it the contract, since its bid was low; and (2) the outcome of State's evaluation was inconsistent with prior competition for similar services. GAO held that the protester failed to show that State's evaluation was unreasonable. Accordingly, the protest was denied.
