A firm protested a Navy contract award for a radio fire alarm system, contending that the: (1) awardee could not comply with specifications requiring an approved system; and (2) Navy improperly revived the awardee's expired bid. GAO held that the: (1) protester failed to show that the Navy made its affirmative determination of the awardee's responsibility fraudulently or in bad faith; (2) awardee properly extended its bid acceptance period; and (3) revival of the awardee's bid did not prejudice the competitive bidding system. Accordingly, the protest was dismissed in part and denied in part.
