A firm protested an Air Force negotiated procurement for mess attendant services, contending that the Air Force: (1) should have used sealed bids, as in prior procurements; and (2) improperly amended a solicitation requirement prior to bid opening. GAO held that the Air Force properly: (1) used a negotiated procurement to ensure that offerers fully understood the services and staff required to adequately perform the services; and (2) amended the solicitation to meet its needs. Accordingly, the protest was denied.
