A firm protested a General Services Administration (GSA) contract award for carpet installation, contending that: (1) its bid was substantially lower than the awardee's; and (2) GSA should reimburse it for the amount of its bid plus interest as damages. GAO held that: (1) the protester untimely filed its protest, since it waited more than 6 months to request information which formed the basis for its protest; and (2) it would not consider the claim, since the protest was untimely. Accordingly, the protest and claim were denied.
