A firm protested a Defense Logistics Agency (DLA) contract award for aircraft control sticks, contending that DLA improperly: (1) cancelled prior solicitations; (2) manipulated and split the quantities to avoid the required cost threshold; and (3) violated statutory competition requirements. GAO held that DLA: (1) properly made award to the only qualified source after soliciting alternative bids; and (2) ordered the maximum quantity available under the terms of the awardee's basic ordering agreement. Accordingly, the protest was dismissed in part and denied in part.
