A firm requested reconsideration of its denied protest of an Air Force contract award for containers. GAO had held that the Air Force properly limited competition to the only known qualified source, since it did not have time to qualify a new source. In its request for reconsideration, the protester contended that the Air Force improperly tested its product, since the: (1) solicitation did not require testing; and (2) Air Force did not test the awardee's product. GAO held that the Air Force properly required the testing, since the: (1) protester had never manufactured the containers; and (2) protester's drawings did not reflect vibration and shock test requirements. Accordingly, the original dismissal was affirmed.
