A firm protested a Forest Service contract award for log scaling services, contending that the: (1) awardee's bid was technically inferior; and (2) evaluation of its bid was biased. GAO held that: (1) the Service reasonably determined that the bids were technically equal; and (2) there was no evidence of the alleged bias. Accordingly, the protest was denied.
