A firm protested a proposed National Aeronautics and Space Administration (NASA) contract award for support services, contending that NASA improperly: (1) applied unstated requirements to evaluate its personnel qualifications; (2) failed to consider its offer to limit reimbursement for general and administrative expenses; and (3) considered its financial condition in evaluating its technical proposal. GAO held that NASA: (1) evaluated the protester's personnel qualifications consistently with the evaluation criteria; (2) properly considered the protester's proposed ceiling rate to determine the reasonableness of its labor costs; and (3) reasonably awarded the contract to the offerer with the superior mission suitability and financial capability rating. Accordingly, the protest was denied.
