A firm protested the Air Force's rejection of its bid for a laser system, contending that: (1) the solicitation's specifications were too restrictive; and (2) it would have modified its system at its own expense, if necessary. GAO held that the: (1) protester untimely filed after bid opening its protest against the alleged solicitation improprieties; and (2) Air Force properly rejected the protester's bid, since it offered a product which did not conform to material solicitation requirements. Accordingly, the protest was dismissed.
