A firm protested the Air Force's rejection of its bid for asbestos removal, contending that the Air Force: (1) did not allow it sufficient time to obtain acceptable sureties for bid bonds; (2) arbitrarily and selectively enforced regulations concerning acceptance of individual sureties; and (3) failed to inform it of the difficulties it experienced in verifying the sureties' statements. GAO held that the: (1) protester untimely filed its protest regarding bid preparation time; (2) Air Force reasonably rejected the protester's sureties as nonresponsible after it made extensive and unsuccessful attempts to verify the sureties' statements; and (3) Air Force was not required to inform the protester about its attempts to verify the sureties' statements. Accordingly, the protest was dismissed in part and denied in part.
