A firm protested a Federal Communications Commission (FCC) solicitation for an interim contract for stenographic services, modification of the original solicitation, and resolicitation, contending that FCC should have awarded it a contract after it terminated the original contract, since it submitted the second low bid. GAO held that FCC was not required to reinstate the requirement, since it: (1) terminated the contract for convenience after a contractual dispute, not because of improper contract award procedures; and (2) amended a specification to eliminate ambiguity. Accordingly, the protests were denied.
