A firm requested reconsideration of its denied protest against the Small Business Administration's (SBA) and the Navy's decision to restrict a Navy solicitation for management support services to small businesses. GAO had held that the protester failed to show that the Navy or SBA acted fraudulently or in bad faith in determining that an impact study was unnecessary. In its request for reconsideration, the protester contended that SBA regulations required SBA to conduct an impact analysis. GAO held that SBA was not required to conduct an analysis, since the instant solicitation constituted new work. Accordingly, the request for reconsideration was denied.
