Highlights

A firm protested the Army's cancellation of a solicitation for building repair and requested reimbursement for its bid preparation costs. GAO held that the protester: (1) untimely filed its agency-level protest and subsequent protest to GAO more than 10 working days after it became aware of the basis for protest; and (2) was not entitled to reimbursement for its bid preparation costs. Accordingly, the protest and claim were dismissed.
