A firm requested reconsideration of the dismissal of its protest against a Government Printing Office (GPO) determination that it was nonresponsible under a Department of Energy (DOE) requirements contract. GAO had held that the protester was nonresponsible, since it failed to obtain a required DOE security clearance. The protester contended that: (1) DOE subsequently stated that it did not require the clearance; (2) GPO did not allow it sufficient time to receive the clearance; and (3) DOE should have granted it an interim clearance. GAO held that: (1) DOE required the clearance; (2) the protest alleging insufficient time to obtain the clearance was untimely; and (3) DOE rarely issued interim clearances in such circumstances. Accordingly, the request for reconsideration was denied, and GAO advised GPO that it should allow sufficient time for future bidders to obtain clearances.
