A firm protested the Defense Logistics Agency's (DLA) termination of its contract for hazardous waste removal, contending that: (1) DLA properly awarded the contract; and (2) it was at a competitive disadvantage in the subsequent resolicitation, since its prior bid was a matter of public record. GAO held that DLA properly terminated the contract and resolicited the requirement, since: (1) the protester's bid was materially unbalanced; (2) the solicitation's estimate for several line items did not accurately reflect DLA needs; and (3) resolicitation would not prejudice the protester, since it would involve new estimates. Accordingly, the protest was denied.
