A state university protested a Department of Education contract award to operate an education clearinghouse, contending that the: (1) evaluation panel lacked sufficient expertise to adequately evaluate the bids; and (2) awardee's technical proposal lacked adequate education and staffing information. GAO would not consider the protest against the evaluation panel's qualifications, absent a showing that the panel members were biased or acted in bad faith. GAO held that: (1) Education evaluated the awardee's bid consistently with the evaluation criteria; and (2) the protester's scoring of the awardee's proposal did not invalidate the panel's judgement. Accordingly, the protest was denied.
