[Protest of Air Force Contract Award for Hydraulic Pumps]

A firm protested an Air Force contract award for hydraulic pumps, contending that: (1) the solicitation's weight specifications were unduly restrictive; (2) the Air Force improperly conducted a sole-source procurement, since only the awardee met the weight requirement; and (3) GAO should consider its untimely protest, which raised a significant procurement issue. GAO held that the: (1) protester untimely filed its protest more than 10 days after it became aware of the Air Force's initial adverse action on its agency-level protest; and (2) protest did not concern an issue of widespread significance to the procurement community. Accordingly, the protest was dismissed.
