A firm protested an Army contract award for food services, contending that the Army should have awarded it the contract, since it submitted the low bid. GAO held that the: (1) solicitation's evaluation scheme made cost the determinative factor only if bids were technically equal; and (2) protester did not allege that its bid was technically equal to the awardee's bid. Accordingly, the protest was denied.
