A firm protested the Air Force's rejection of its bid for noise suppressor systems, contending that the: (1) Air Force unreasonably determined that its technical proposal was unacceptable; (2) Air Force improperly failed to sufficiently notify it of its bid deficiencies; and (3) solicitation was ambiguous. GAO held that the protester: (1) failed to show that the Air Force's determination was unreasonable; and (2) untimely filed its protest regarding defective specifications. GAO also held that the Air Force: (1) reasonably determined that the protester could not make its bid acceptable without extensive revision; and (2) provided the protester sufficient opportunity to revise its bid deficiencies. Accordingly, the protest was denied.
