GAO commented on appropriations restrictions on federal electricity procurement. GAO noted that restrictions: (1) containing no words of futurity were limited to fiscal year (FY) 1988; (2) applying to a department or agency did not extend to contractors or grantees; and (3) applying to funds provided in a particular appropriation act did extend to all appropriation acts enacted during that FY. In addition, GAO noted that the current restrictions affected all agencies receiving funding through the Treasury, Postal Service, and General Government Appropriations Act.
